Useful Information

Geographical Restrictions / Travel Limitations

Location must be notified at time of rental when driving out of the originating state. Failure to notify location may result in additional penalties.

One-Way: All car groups may be rented one-way based on availability. Unauthorized one-way rentals will be subject to a surcharge.

Grace Period

Rental is based on a 24-hour period. The customer receives a 29-minute grace period. If he/she keeps the vehicle after this time, an hourly rate will apply from minute one.

Personal Accident Insurance

PAE provides accident, medical, death and dismemberment benefits for bodily injury resulting from an auto accident PAE also provides benefits from loss or damage to certain personal property while in the rented vehicle. See brochure at location for further details.

Local Renter Restrictions

Local renters require a verification process which may include verifying personal information such as home phone number, address and/or employment. Supporting information can be a current utility bill, recent bank statement and /or pay stub.

Tolls

E-TOLL COLLECTION DEVICE AVAILABILITY

TOLL PAYMENT TAG PASS

You are responsible for payment of all tolls incurred during the rental period. We offer an optional service called e-toll that allows customers to use electronic toll lanes on highways, bridges, tunnels and other tolled passages. All vehicles are pre-equipped to electronically process tolls. If you do not pay cash for tolls, you automatically opt into our e-toll service to which you agree to pay us or our toll program administrator with whom we will share your credit card/debit information for all tolls incurred during your rental and all related fees, charges, and penalties. The e-toll fees may take 4-8 weeks after the rental to be billed to your credit card/debit card on file.

E-TOLL SERVICE CONVENIENCE FEES

The convenience fee for e-Toll usage is $7.95 USD for each day the E-Toll device is used during the rental with a maximum of $39.75 USD per rental contract, (plus toll charges).

Additional Notes

All toll charges incurred will be paid at the maximum prevailing non-discounted or cash rates posted by the toll authority.

There are NO service charges if e-Toll is NOT USED during the rental duration.

E-TOLL UNLIMITED

Available at participating locations in the following states: California, Colorado, Connecticut, Delaware, District of Columbia, Florida, Georgia, Illinois, Indiana, Iowa, Kansas, Kentucky, Maine, Maryland, Massachusetts, Missouri, Nebraska, New Hampshire, New Jersey, New York, North Carolina, Oklahoma, Ohio, Pennsylvania, Rhode Island, Texas, Vermont, Washington, and West Virginia.

If you use the unlimited E-Toll service, all cost of tolls and convenience Fees are included. For this service, you pay a flat fee of $10.99 up to $23.99 USD per each day of the rental period, regardless of whether or not you incur any tolls, or a flat fee of $54.95 up to $119.95 USD per week. E-toll unlimited must be purchased at the beginning of the rental.

OPTING OUT OF E-TOLL

If you do not choose e-toll unlimited at the time of rental, you may avoid the standard e-toll fees on any given day during the term of the rental if you ensure the transponder shield box is in the "closed" position and you pay cash for all tolls, use your own adequately funded, properly mounted and compatible electronic toll device to pay for all tolls, or pay the toll authority directly and follow the toll authority rules and requirements.

Parking/Traffic Violations

Customer is responsible for paying all parking and traffic violations incurred while using the vehicle. If you incur a violation during the rental our agent will process and bill you for fines associated with the violations. In addition to any violation fees you will also be charged a service charge, payable to the third party, of $50.00 per violation. These items will be billed directly to the Credit or Debit Card you used for the rental transaction. Charges will appear as a separate line item on your credit card or bank statement.

Reservation Holds

Corporate Airport Locations

We will honor the customer's reservation and reserved rate for up to 24 hours past the scheduled pick-up time for customers arriving by airline.

Corporate Non-Airport Locations and All Licensee Locations

It is the policy of Payless to have the confirmed vehicle available during normal business hours for the calendar day of the scheduled arrival.

Additional Drivers

All additional drivers must be at least 25 years of age. The following are exempt from the additional driver fee but must meet all other driver requirements: the renter's employer or fellow employee when on company business and renting under a corporate account; the renter's spouse or domestic partner; the companion driver of a renter with a disability who has completed the non-licensed renter form; for insurance replacement rentals, company employees or family members who are designated on the insurance policy. All other additional drivers must complete and sign an additional driver form and present valid credit identification. A maximum of two additional drivers may complete a form.

For NV, the additional driver fee is $11 per day per driver with a maximum of $55 per driver.

Age Requirements

Renters must be 25 years of age with a valid driver's license and a major credit card in his/her own name. Renters 21 through 24 years of age with a major credit card in his/her name may rent an Economy car, Compact car, Intermediate card, Standard car, Full-size car or a Minivan with an additional $25.00 per day surcharge.

Shuttle to Car Rental Facility

AIRLINE PASSENGERS (Customers proceed to the Avis counter.) MAIN TERMINAL (1): Proceed to the Harry Reid Rent A Car Bus pickup area outside between baggage claim and ticketing. The bus will take you to the Consolidated Rent A Car facility (approx. 6-8 minutes), then customers should proceed to the Avis counter which is located inside the main entrance and to the right. CHARTER TERMINAL (2): Proceed outside the terminal to the designated area for the Harry Reid Rent A Car Bus pickup. The bus will take you to the Consolidated Rent A Car Facility (approx. 6-8 minutes), then customers should proceed to the Avis counter which is located inside the main entrance and to the right. WALK-UP CUSTOMERS: FROM LAS VEGAS BLVD.: Go east on George Crockett Rd to Gilespie St & turn right. FROM I-215 EAST: Exit at Las Vegas Blvd and continue across Las Vegas Blvd straight onto George Crockett Rd to Gilespie St & turn right. FROM I-215 WEST: Exit at Las Vegas Blvd, make a left, then another left onto George Crockett Rd to Gilespie, then right on Gilespie. RETURNS: Return cars to the Harry Reid Rent A Car Center at 7135 Gilespie St. Common shuttle will return customer to terminal.

Drivers License

At time of pick up, the driver must present a valid, U.S.-issued driver's license and credit card (or debit card at participating locations) in the driver's name. If the driver's license is not U.S.-issued, the driver must present his/her driver's license and passport from the same country as the driver's license or Canadian residents may present a Canadian enhanced license in the driver's name.

Fuel policy

OPTION #1: PREPAY FUEL OPTION (BUY A TANK)

Vehicle is rented with a full tank. You may purchase a full tank of fuel at the time of rental and bring the vehicle back with fuel at any level. There will be no credit issued for unused fuel.

OPTION #2: FUEL SERVICE OPTION (WE FILL THE TANK)

Vehicle is rented with a full tank. You may bring the vehicle back full to avoid a charge or Payless will refuel your vehicle based on the miles driven or level of the tank. A refueling service fee will apply per gallon.

Credit Card Policies

The credit card must have the same name as the renter's driver's license. The following are accepted forms of payment:

- Visa

- MasterCard

- American Express

- Discover

- Diners Club Intl

The renter may be subject to a credit check or present additional identification. Acceptable forms of additional identification are: Valid passport or travel visa, military identification, birth certificate, marriage license, ATM card with customer name printed on face of card, health care identification card with customer’s name printed on face of card or company/college/university identification with a photograph. In some cases, the renter may be required to present an alternate credit card.

CREDIT CARD HOLD: We will request an authorization on your charge card for the estimated rental charges. Rentals of 1-3 days will require an authorization hold of the estimated rental charges plus $200.00 USD. If you have prepaid the rental, the hold amount will be $250.00 USD. While this hold is in place, the funds will not be available for your use. When the rental is over, we will process the reversal, but the bank may take time to post it back to the account.

Payless accepts prepaid cards for payment at car return only.

Optional Coverages

Acceptance of Loss Damage Waiver (LDW) relieves the renter and authorized additional drivers of responsibility for loss of, or damage to the Payless car, when they comply with the terms and conditions listed on the rental document jacket. At the time of rental the customer must initial whether he/she accepts or declines the LDW and optional services. LDW and optional services must be signed for at the rental counter. LDW is taxable.

If LDW is not accepted, the customer is financially responsible for the full value of the following: accident damage, glass damage, stolen items (radio, battery, etc.), vandalism, and or theft of the car.

Canceling LDW - once LDW has been purchased, it must remain on the contract. The customer has the option to return the car & close the rental agreement; however, this could change the rate for the rental agreement and a different, possibly higher, rate could apply for a new rental.

Loss of Use - the customer may also be responsible for reimbursing Payless for the revenue lost by not being able to use the car while it is being repaired or not recovered due to theft (referred to as Loss of Use).

Debit Card Policies

Participating locations will accept a Debit card, however, it must have an accepted bank processing logo (Visa, MasterCard, AMEX, Discover, etc) at the time of rental if you are at least 25 years of age with the following requirements:

The name of the renter must be on the debit card.

A debit card is accepted as credit identification when renting Economy cars, Compact cars, Intermediate cars, Standard cars and Full-Size cars as well as Intermediate SUVs and Standard SUVs. A debit card is not accepted as credit identification for any other car group.

At airport locations, you will be required to show proof of a return airline flight that corresponds with your rental.

You will be subject to a credit check to determine and ensure credit worthiness before releasing the car to you. If your credit file is frozen with Equifax, you will be required to lift the restriction prior to your rental. Lifting the restriction does not guarantee that you will be able to rent a vehicle as you will still be subject to a credit check.

Payless will generally request an authorization hold against your account for the estimated rental charges of the rental, but reserves the right in its sole discretion to request an extra value to be based on certain factors as we deem appropriate:

Most rentals may require an authorization hold of the estimated rental charges plus $200 USD.

Rentals of 4 days or more may require an authorization hold of the estimated rental charges plus $300 USD.

If you have prepaid the rental with a debit card, the hold is $250.00 USD.

THESE FUNDS WILL NOT BE AVAILABLE FOR YOUR USE. When the rental is over we will process the reversal, but the bank may take time to post it back to the account. If you fail to return the vehicle as agreed, Payless will obtain additional authorizations from your account to cover the rental charges. Payless is not responsible for any returned checks or overdraft fees based on this policy.

Positive identification in addition to your driver's license may be required.

Note: Prepaid Debit/Gift cards are not acceptable methods of credit identification to pick up a car at any location. Prepaid Debit/Gift cards are accepted at time of return only.
